The European Commission proposed on Wednesday to significantly expand the mandate of Frontex, the EU border agency, giving it a dedicated Return Coordination Centre and the authority to help carry out returns from third countries — a power it does not currently hold.

The proposal also creates a European Border and Return Reserve within the Frontex Standing Corps, a Quick Reaction Force for crisis situations, and an Online Monitoring Centre for early detection of border threats. Commission President Ursula von der Leyen said that "Europe will always stand up for the protection of its borders," adding that Europe decides who comes to the Union and under what circumstances, framing the expanded agency as the instrument for that ambition.

A second regulation proposed alongside the Frontex reform would digitalise return, readmission and reintegration procedures across the EU, creating a single digital interface for the entire return process to reduce administrative burden and speed up removals.

The Commission pointed to two figures as the backdrop for the proposals: illegal border crossings have more than halved over the past two years, and the EU return rate has risen to over 30 percent. Officials argued that a changed geopolitical and security environment now demands a stronger response.

The proposals deliver on commitments set out in the 2024–2029 political guidelines and repeated in von der Leyen's State of the Union address. Member states retain primary responsibility for border protection and returns; the revised Frontex regulation is designed to let them draw more fully on pooled EU resources and operational capacity.
