Mecca Defense Pact Clears Turkish Parliament Foreign Affairs Committee
The agreement signed in August 2026 obligates Turkey, Pakistan, and Saudi Arabia to treat an attack on any one of them as an attack on all three
Turkey's parliament Foreign Affairs Committee (TBMM) approved a bill to ratify the Mecca Defense Pact among Turkey, Pakistan, and Saudi Arabia, with the measure now awaiting a vote in the full parliament before it becomes law.
The tripartite agreement was signed in Mecca on August 7, 2026, with President Recep Tayyip Erdoğan, Saudi Crown Prince Mohammed bin Salman, and Pakistani Prime Minister Shehbaz Sharif in attendance. The groundwork for the accord had been laid earlier in Riyadh in 2025 between the Saudi and Pakistani sides.
The agreement spans 16 articles; Article 2 explicitly states that "any external armed attack targeting one party shall be deemed an attack on all parties," language that mirrors the collective defense principle enshrined in NATO. Article 1 obligates the parties to employ all necessary means to preserve the territorial integrity and sovereignty of any party facing a threat.
The agreement includes provisions for defense industry cooperation under Articles 3 and 7, encompassing technology transfer, joint research and development, and joint production. Article 6 regulates the development of interoperability capabilities between the armed forces of the three nations through joint military exercises, training programs, and personnel exchanges. Additionally, Article 4 addresses cooperation in counterterrorism and the exchange of intelligence information.
Available reports have not specified a timeline for the full parliament vote.
