Ukraine Counts on $101 Billion in Western Support for 2026–2027

Kyiv expects to receive $101 billion in financial support from Western partners in 2026–2027, according to figures contained in a draft program of activities for the Ukrainian government submitted to the Verkhovna Rada and reviewed by TASS.

Under the document, Ukraine intends to attract approximately $49 billion in 2026 and $52 billion in 2027. The sources of financing are listed as the European Union, the IMF, the World Bank, and other partners.

The program notes that the country has completely exhausted its own resources, and the search for additional financing is becoming increasingly difficult. Ukraine has run budget deficits at record levels for several consecutive years.

A separate section addresses military staffing. The Cabinet of Ministers has set the goal of bringing the Armed Forces to full staffing by 2027—including through strengthening the conscription system, mobilization, and "improving military registration."
